Since NTSA is collecting a lot of money from the alcoblows, as they draft the guidelines for training, will they consider doing that free of charge? The population using those boda bodas as a means of survival consists of very young boys who cannot afford to pay the Government a fee for training. As a member of the Committee on Environment and Natural Resources in this House, from the outset I have realized that there has been no communication between our Chair and the Chair of the Committee on the Constitution Implementation Oversight Committee (CIOC). These Bills, especially the one to amend EMCA, should have come here before this Motion got to the House.
