As a member of the Committee on Environment and Natural Resources in this House, from the outset I have realized that there has been no communication between our Chair and the Chair of the Committee on the Constitution Implementation Oversight Committee (CIOC). I was wondering whether the Member for Mbalambala is being timed by the clerks because he has taken a lot of time. On the same note, I would like to request whether, maybe, we can agree with the Members to shorten the time to 5 minutes, so that we can be able to contribute to this Motion and dispense it off. view

  • 16 Jul 2014 in National Assembly: On a point of information, hon. Temporary Deputy Speaker. I would like to inform hon. Wamalwa that our Committee Chair clarified eloquently that amendments that she will propose relate to removal of the said powers from the Cabinet Secretary to the Mineral Rights Board, because the Commissioner of Mines was initially in charge of licensing. In this Bill, that function has been transferred to the Cabinet Secretary. Once the amendment is passed, the Mineral Rights Board will be able to take care of the licensing function. I hope that hon. On 25th February, 2014, I presented a petition from the Imenti South Tea Farmers and you committed it to the Departmental Committee on Agriculture, Livestock and Cooperatives. Our Standing Order No. 227(2) clearly gives a timeline within which we should respond to the petitioners after their prayer has been read in this House. I have been following this issue with the Committee on Agriculture, Livestock and Cooperatives but now I have almost given up. view

  • 26 Jun 2014 in National Assembly: Hon. Speaker, I want to confirm that Mweru III Scheme is in my constituency. Since this annex is from the Ministry, the Chairman could clarify whether or not there is an intention of auctioning a part of my constituency to North Imenti. Mweru III is an area which has no title deeds and there have been no complaints from the people who have been allocated land. What, perhaps, needs to be done is to issue title deeds to the people of Mweru III in South Imenti and not in North Imenti. view
