them do not have the relevant skills. We have many youths idling, but with the revamping of the polytechnics, it is a clear that they will get skills in areas like masonry and carpentry; they will then start their workshops and become productive. Another thing which is of important is the Kshs3.74 billion, which has been allocated to our Level Five Hospitals. Most of our people are in problems because of the lifestyle diseases. We need our Level Five Hospitals to be equipped to cater for cancer and other complications like kidney problems. Using this allocation, most of our hospitals ...

Thank you, hon. Speaker. I would also like to echo my sentiments on this issue because today is the second day in the last two weeks when the conduct of Departmental Committee Chairpersons is being discussed in this House. This is really hurting to some of the Members of this House and to Kenyans in general. Chairpersons of Departmental Committees have offices in the Executive. The Jubilee Government is unable to implement projects due to this confusion. It is in the public domain that the Standard Gauge Railway Project is still stalled. The Laptop Project is also still stalled because ...

Hon. Speaker, I am guided but if this matter falls under the docket of the Party leadership, let it be sorted out once and for all because as Committee Members, we are very tired. Kenyans are very tired because some of the matters pending before this House are delaying projects that Kenyans should now be enjoying. It is unfortunate that even some Members of the Committees discussing those issues are calling press conferences to discuss how they will impeach some of the Cabinet Secretaries. The Committees are still in discussion of the Cabinet Secretaries they are talking about. They have ...

Hon. Temporary Deputy Speaker, I rise to support this Bill as moved by hon. Lati. In most of those marginalized areas, we have vast resources. The perennial problem that we have in those areas is lack of water, roads, electricity and health facilities. It is worth noting that a county like Turkana is doing a lot of farming now, courtesy of the water that has been availed there by some NGOs. So, this Bill will have an effect of reaching the marginalized constituencies unlike the initial period when it was to reach the counties. Most of the constituencies in this ...

Hon. Speaker, this is a public petition by the residents of South Imenti Constituency and tea farmers on the declining tea prices and the effects of the advalorem levy.

25 Feb 2014 in National Assembly:
We, the undersigned residents of South Imenti and tea farmers draw the attention of the House to the following: That the performance of the tea industry is vital to the Kenyan economy. Noting that tea is the largest foreign exchange earner in Kenya contributing over Kshs116 billion in 2012 and the tea industry consistently contributes 4 per cent of our GDP, more than 650,000 Kenyans directly earn an income from tea. Tea accounts for approximately 60 per cent of Kenya’s export earnings and is the leading foreign exchange earner. That tea cess supports and funds maintenance of rural roads, health ...
