Thank you, hon. Temporary Deputy Speaker. Of the five names which were brought to this House last year, only two names had issues and the Committee on Education, Research and Technology knows that. When we were debating that report, those issues were clearly articulated by Members of this House. Now, why can they not look at these three commissioners and add two more and then this exercise can proceed?

Thank you, hon. Speaker for giving me this chance. From the outset, I support this Budget Policy Statement (BPS). I also take this opportunity to thank the Committee for a job well done. I would like to support this BPS because, first, most of our counties are under-developed. I want to also thank the Government for appropriating more than Kshs40 billion on top of what they gave to the counties last year; this is a show of commitment to devolution. We have many youths idling, but with the revamping of the polytechnics, it is a clear that they will get skills in areas like masonry and carpentry; they will then start their workshops and become productive. I would also like to echo my sentiments on this issue because today is the second day in the last two weeks when the conduct of Departmental Committee Chairpersons is being discussed in this House. This is really hurting to some of the Members of this House and to Kenyans in general. Chairpersons of Departmental Committees have offices in the Executive. The Jubilee Government is unable to implement projects due to this confusion. It is in the public domain that the Standard Gauge Railway Project is still stalled. Hon. Speaker, I am guided but if this matter falls under the docket of the Party leadership, let it be sorted out once and for all because as Committee Members, we are very tired. Kenyans are very tired because some of the matters pending before this House are delaying projects that Kenyans should now be enjoying. Hon. Temporary Deputy Speaker, I rise to support this Bill as moved by hon. Lati. In most of those marginalized areas, we have vast resources. The perennial problem that we have in those areas is lack of water, roads, electricity and health facilities. It is worth noting that a county like Turkana is doing a lot of farming now, courtesy of the water that has been availed there by some NGOs.
