  • 3 Apr 2014 in National Assembly: No, it is a clarification on this. According to Clause 5 of this amendment by the Chairman, the Cabinet Secretary was consulted. I am justifying my amendment. There is no VAT on unprocessed green tea which the farmers sell to the factories. Number 40 is unprocessed green tea. I think there is a typo error because there is no VAT. My amendment was to remove VAT on processed tea which is consumed locally so that we can increase our market here. Hon. He gave us nine challenges which are faced when investigating these cases. Could he clarify whether Meru County has overcome all these challenges and that is why these cases are so high in Meru County? I remember when we visited Belgium two weeks ago, as my brother, hon. Many students missed national schools and they are now in day schools simply because the parents could not afford the high fees which are set by the principals of national schools. My clarification is whether the Ministry will intervene. It can even consider paying their school fees up to Form Four. Otherwise, we may lose very bright students who are now in day schools simply because the parents cannot afford to take them to national schools. view

Of the five names which were brought to this House last year, only two names had issues and the Committee on Education, Research and Technology knows that. When we were debating that report, those issues were clearly articulated by Members of this House. Now, why can they not look at these three commissioners and add two more and then this exercise can proceed? view

I also take this opportunity to thank the Committee for a job well done. I would like to support this BPS because, first, most of our counties are under-developed. I want to also thank the Government for appropriating more than Kshs40 billion on top of what they gave to the counties last year; this is a show of commitment to devolution. However, what should be checked in this country is the Government expenditure, especially having an efficient supply chain management. When ... view
