On the East African Community Cooperative Societies Bill, it is true that our SACCOS have been devolved to the county governments. These are the recommendations we have come up with. If we incorporate what we have and the comments from hon. Members in this Assembly, then we will come up with a good report to give to EALA. The other one is the East African Community Integration (Education) Bill. Actually, these Bills are from private Members of EALA. Thank you, hon. Speaker. Many students missed national schools and they are now in day schools simply because the parents could not afford the high fees which are set by the principals of national schools. My clarification is whether the Ministry will intervene. It can even consider paying their school fees up to Form Four. Otherwise, we may lose very bright students who are now in day schools simply because the parents cannot afford to take them to national schools.

Hon. Deputy Speaker, my clarification is what hon. Opiyo has stated and it has not been answered. That is because at the end of it, he said everything about the sugar that is imported illegally into this country. But the problem is the innocent farmer who is suffering in Nyanza or western Kenya. What is the Government doing because that sector is collapsing? It is unfortunate that hon. Opiyo is stating that in the next two months, that industry will collapse. As we speak, tea is also collapsing because farmers have missed out on the mini-bonus which they used to ...
