Thank you, hon. Deputy Speaker for protecting me. If my colleagues really hate Mr. Kathuri, then they should love the Kenyans who suffer injustice. What I am saying here is that I am guided by what you have advised me to do. I will propose some amendments in due course, so that these three or four Kenyans can get justice; they have families and are getting humiliated for no apparent reason.

Thank you, hon. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this important Bill. On the outset, I stand to support this Bill because Kenyans really have suffered due to the problems they have encountered with insurance companies. I note that the time for processing of compensation for policy holders will greatly be reduced from four to three months. This is really remarkable. How many Kenyans, even The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

professionals like doctors, accountants and environmentalists like myself, can go and work freely in other partner states? As much as we open our borders and businesses to the other EAC partner states, let us also take stock and see how much leeway the other states have been able to give us. Personally, I have an office in Dar es Salaam and it not easy getting even one professional from here and taking him or her to Tanzania to work. Getting a work permit is hell. We should also be able to protect our citizens. We have Kenyans in the insurance ...

On a point of order, hon. Temporary Deputy Speaker, Sir. I am seeking your indulgence. Maybe, you can consider reducing the time being allocated to hon. Members to contribute, so that more hon. Members can express their feelings that we are not against devolution. Under this arrangement, I request that you start with me.
