Mr. Deputy Speaker, Sir, while you were consulting with the “King of Meru” the good professor is misleading the nation by saying that the women of Kenya are forcing matters which are in the Constitution. Is he in order to mislead the nation that these rights are coming to this House in the wrong way, whereas it is a constitutional requirement that we realign our Constitution which was voted for?

Mr. Deputy Speaker, Sir, as I rise to contribute, there is an issue which I did not want to delve into. First, I have to congratulate the Mover of this Bill, my learned friend, Sen. Sijeny, for coming up with what she is entitled to do as a legislator. Mr. Deputy Speaker, Sir, when we passed the 2010 Constitution, we legislators are required to come up with several Acts and amendments to realign the 2010 Constitution to fall within the letter and spirit of the Constitution. Mr. Deputy Speaker, Sir, I just want to ride on the request by Sen. (Prof.) Lonyangapuo so that when the Chair goes to seek the answers, we need to know where the Jubilee policy of free secondary has reached, considering the fact that the Kibaki Regime gave assurances and started a policy of Free Primary Education (FPE) which is fairly on track. I would like that addressed as well.

Madam Temporary Speaker, I also rise to oppose this amendment, for the same reasons that have been proposed by the Senator from this side of the House. Most specifically, the biggest problem has been that the governors have become everything in the counties. They have not given powers to these men and women to do their duties as envisaged in the County Governments Act. For instance, you have heard that the ward administrators have powers to formulate policies. They have not been mandated to do that. Mr. Speaker, Sir, I want to reiterate the sentiments of my colleagues; that the matter that has been raised by the Deputy Speaker is very serious. I sit in the CPAIC which deals with cases of corruption. I will not name names, but I have seen two governors appearing before the Committee while armed. I raised the issue with the Serjeant-at-Arms. I have also seen bodyguards escorting governors while armed. I thank our Serjeant-at-Arms because they have dealt with these situations.
