Mr. Speaker, Sir, if you may allow, I would like to ride on this statement to include Nyamira County where there was that kind of industrial action. There was no destruction but there was rampant human rights abuse.

Mr. Temporary Speaker, Sir, I will be brief. Ten months ago, I told those governors that they might get painkillers from the courts. Those orders that they got were just painkillers. A governor cannot account for Kshs1.2 billion for the taxpayers of Tharaka-Nithi County and another has suffocated the county assembly and squandered up to Kshs700 million. We then get excuses left, right and centre. We are working as per our oath of office and we are ready to perform our duty. I, therefore, laud your ruling and commend that kind of effort. Mr. Speaker, Sir, I need a clarification on the issue that the many tariffs that are levied on Kenyans can only be reviewed after three years. We were told that we had surplus electricity at some point in time. Do we not have a way in Kenya of reviewing levies after six months or one year, since that rigidity of three years is costly for the Kenyan people?

Mr. Speaker, Sir, let me thank the Chair for belatedly bringing this answer which I sought in February this year. At that time, there were a lot of inconsistencies in weather patterns. I have heard the Chairman say that the weather forecast department has been accurate which is not true because we still have inconsistencies. What I need to be clarified on is about the modern equipment procured by the department for the last ten years.
