Being poor is criminal in this country. A poor criminal in this country is going to get 10 or 12 bullets in his or her body on live television and on twitter, but a rich thief in this country is probably going to run for office and be elected governor or senator. It is really a shame. The Budget should reflect our priorities. With those few remarks, I support and appreciate the Chair for his guidance to let us go on the next business.

Given the fact that the money has already been used on paper and we cannot see some of the roads, I will also oppose. As Hon. Nyamweya has said, we are very serious people and we should not be used as rubber stamps. So, I oppose.

Hon. Speaker, is the Hon. Leader of the Majority Party in order to bring issues that are not relevant when we are discussing the Budget? He went off tangent for about five minutes when he talked about degrees and qualifications for certain offices and yet we are discussing the Budget. I am talking about relevance.

Thank you, Hon. Temporary Deputy Speaker. I want to speak to this amendment because we are making the law in context. I am a Member of this Committee. This Bill came from the Senate. Even as we talk about extra fees, it is like we have already decided that only a certain amount of money should be charged and that any extra amount must be negotiated with the PTA. That is extreme. Thank you, Hon. Temporary Deputy Chairlady. I did not mean to be disorderly. I apologise if I seemed disorderly. This proposed amendment is good law because it will guarantee that children go to school. It also ensures that head teachers and PTAs do not have the loopholes to levy fees. Teachers establishing schools will not be in a position to come up with ways of charging fees through crafty means, therefore, denying children their right to education. It is in our Constitution.
