  • 14 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support that there is a procedure where schools which do not meet the requirements can be suspended or their certificates of accreditation taken back, and that the procedure for communicating it to them is very clear. view
  • 14 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support and thank the Public Investments Committee (PIC) for bringing this Report on Procurement and Financing of the NSSF Tassia II Project. This Report and the Tassia saga raises a number of important issues that we need to think about. As a Member for Kibra, who believes in the rule of law, it is important for us to pay attention to procurement procedures – and the legality and validity of contracts. Yesterday, the court ruled about the validity of a contract and agreement that the Independent Electoral and Boundaries Commission (IEBC) ... view
  • 14 Feb 2017 in National Assembly: resettlement plan. It is not my personal opinion but the law of Kenya, which is the guiding standard for the many treaties that we have signed. Our Constitution speaks about socio-economic and cultural rights, including the right to housing. We are now talking about a national drought, including the right to food and freedom from hunger. I want to talk about the right to housing. Housing is a devolved function, but it is shared between the national Government and to a large extent, with our county governments. To talk about the Tassia Project really brings to us the reality of ... view
  • 14 Feb 2017 in National Assembly: have seen Tassia has turned out to be a major scandal where lots of legal fees are paid. The original purpose and goal for Tassia Project has not brought any benefits to the retirees on whose behalf the pension fund is being run. I say this with a lot of pain in my heart because I know many retired people who count on the NSSF to be solvent and invest in major projects that bring it returns that it can share and guarantee that they have money for their retirement ages. I thank the PIC for a job well done ... view
  • 9 Feb 2017 in National Assembly: Hon. Temporary Deputy Chairman, we debated this very strongly in the Second Reading and I rise to support the amendment that such appointments must be done through a competitive manner. view
  • 9 Feb 2017 in National Assembly: On the next one, Hon. Temporary Deputy Speaker. view
  • 9 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill and thank the Leader of the Majority Party for bringing it. It is very timely because many small and medium businesses really need this opportunity. The Bill has a huge title which at first glance seems complicated but when simplified, it is a law which will make sure that in Kenya it will be easier to get loans from banks or other institutions based on the assets which are not permanent and immoveable like land, title deeds, buildings and ownership titles. view
  • 9 Feb 2017 in National Assembly: Looking at Kenya as several Members have said, jobs are being created by small and medium size entrepreneurs who do not have access to those major assets and properties which are the only basis of getting collateral and heavy business loans. This Bill is timely because it will allow us to create an electronic register of all moveable collateral which can be used. This will make things easy for the banks and lenders to know if they can verify a certain property whether it is a vehicle, machine, stock or other equipment that has value as registered by the owner ... view
  • 9 Feb 2017 in National Assembly: If you compare Kenya with many countries, you will find that bank loans have been very unfavourable. Kenya is an easy place to do business when you consider our human resource potential. We have many articulate, well educated and skilled people.
