  • 30 Nov 2016 in National Assembly: Every child has a right to go to school. We are talking here about education and the management of education funding. It has to start from the top. We are looking at the Budget Policy Statement (BPS). Yesterday, the Departmental Committee on Education, Research and Technology got a very good briefing from the Parliamentary Budget Office and our fiscal analysts on what has been proposed for next year. Enough money has not been proposed to make sure that there will be free day secondary education. This country puts priorities on things like the SGR, the Eurobond and many things, but ... view
  • 30 Nov 2016 in National Assembly: With those few remarks, I beg to support the Motion. I hope that it is something that the Government will listen to and find a policy to implement. Thank you. view
  • 23 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. In fact, part of me was going to consider requesting you to extend the debate until 1:30 p.m. to take care of the 36 minutes. However, that is in your discretion. First of all, I want to say a big thank you to Hon. Aghostinho Neto. As you mentioned, I also had a Bill on the same issue. We conferenced and engaged the Committees and resolved that we would collapse my Bill. I will, therefore, bring my amendments and suggestions from the Committee discussions during the Third Reading of the Bill. Hon. Aghostinho is, ... view
  • 23 Nov 2016 in National Assembly: On the institutional structure of the refugee management in this country, for too long, we relied on the UNHCR to do things that are very important and touch on the sovereignty of our country such as refugee status determination. The commission and its secretariat will build capacity to do the work of the Kenya Government and rely upon the advice and the counsel of the KNCHR and the UNHCR. They ought to work as partners to make sure that this is done. This is the way it should be done. It should not be the other way round that you ... view
  • 22 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to contribute on this Motion. I am happy the debate had happened in the Chamber of the National Assembly up to the Senate and the Senate has come back with its proposals on how the Bill should be. This is very important. • 22 Nov 2016 in National Assembly: would love to lobby for myself to be included in the Mediation Committee because health is one of those key human rights issues that we have been following up as the Human Rights Caucus. I also know that it is a key issue that the Kenya Young Parliamentarians Association (KYPA) and the Kenya Women Parliamentary Association (KEWOPA) have been following. We want to make sure that the final amendments and agreements on this Bill really reflect the interest of the youth and women in this country. That is the key point I would like to begin with. Secondly, I am ... view

  • 26 Oct 2016 in National Assembly: Thank you, Hon. Speaker. The Member for Gem has said something absolutely profound that I want to put on record. He says Hon. Okoth reasons like Hon. Nyikal. • 26 Oct 2016 in National Assembly: That is high praise. Dr. Nyikal is my role model. He says he loves women. Of course, I do! Let me put it on record that I have zero hate for women. I love them! view
