Hon. Speaker, Sir, I honor the late hon. Chelagat Mutai and other heroes who made it possible for young people like us to serve this country today.

Hon. Temporary Deputy Speaker, I rise to support this Motion and thank hon. Jude Njomo, Member of the Departmental Committee on Labour and Social Welfare, for bringing it up. It is a timely issue. I want to comment about this Motion in the sense of our education system, in a broad sense, and how it serves or does not serve our young people. Training is at the last end of education once we are done with basic education and preparing our young people to be productive citizens in different careers. One of the key things, and I think is an ...

Thank you hon. Temporary Deputy Speaker, Sir. I rise to support this Motion. Let me begin by wishing our Muslim brothers and sisters in this august House and across the Republic of Kenya a happy Ramadhani, a Holy month, as they get into fasting. I also want to contribute to this Motion and say that without electrification and powering up all corners of our country, we will never achieve vision 2030. Electricity and access to cheap, affordable and reliable power is what is will attract direct foreign investments. That is what will make sure that even local investments are successful. ...

Thank you, hon. Deputy Speaker. I also rise in support of this Motion. I want to emphasize to the Members of this House that on matters of national importance such as this, we are not here as Members of CORD or Jubilee. We are here as Kenyan patriots employed and required to perform our duties on behalf of the Kenyan citizens. Thousands of schools could have been built in Nyandarua, Nyeri, Murangâa, Marsabit and Kibera with the US$60 billion that we lose. It is Kenyans who miss out on the US$60 billion fraudulent loses. I hope that we will unite ...

So, let us respect the old man. Mimi ni mtoto wa Nyayo because I was born in 1978. I have great respect for him but, if he made mistakes, let us not crucify him. Let us learn from them and let us be honest. Kenya is bigger than one person, however long he served this country. That is something we recognize. However, let us stand up for the 43 million Kenyans who deserve proper governance and accountability.

Thank you, hon. Temporary Deputy Speaker. I am a Member of this Committee and I would like to say that even as a Member of this Committee with our very able Chairperson who is seated there, justice delayed is justice denied. There has to be a way in which the whole House operates. On the bigger picture about the Report and the work of the Committee, it is urging, for instance, the Leader of Majority Party to report on matters which we cannot implement or the answers that we get back which cannot be held with full force of the ...

Hon. Mak’Onyango’s right to be paid is an important issue and the complications and the doctrines that exist in attaching Government property right now even through an award has been made for him is a very tricky matter. So, while he languishes and suffers, I really wish we could move quickly, and that includes me as a Member of this Committee, to summon and get the relevant Cabinet Secretary to get down to the bottom of it so that this matter is history. The most important thing, however, is that it is not just hon. Mak’Onyango who is here. There ...

I think two things are important here; the Government has to budget for liability. That it will be held liable and has to pay in a just and quick manner the Kenyans who sue the Government and win such cases. However, we found out, as a Committee, that the Government does not really budget for such liabilities. So, year in, year out, you will hear a Cabinet Secretary say: “Yes, I agree there is an award for Mak’Onyango in which we are supposed to pay Kshs20 million but I do not have a vote head for that amount of money ...
