  • 27 Jul 2011 in National Assembly: Secondly, Mr. Prime Minister, you have been in Government for the last ten years and you know very well that this problem has been recurring. The Coalition Government is unable to come up with sustainable methods of ensuring that these droughts do not catch Kenyans with their pants down. view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I belong to the Defence and Foreign Relations Committee and I want to confirm that whatever he has said is not the truth. We even visited the NSIS Headquarters and they itemized everything which is appearing here. So, whatever the MP is saying is out of order. view
  • 26 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Mr. Affey is not in the country! view
  • 26 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister confirm that, indeed, there are some allowances which are normally given outside the negotiations like the hardship allowance? There are areas which get hardship allowance and others do not. On the same breadth, house allowances vary from one area to another depending on the cost of town. For instance, in Kitui County, teachers there are suffering a lot just like those in Kisumu. So, could the Ministry consider increasing the allowance for teachers in Kitui County? view
  • 21 Jul 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Finance:- (a) whether he is aware that the compensation benefits of Administration Police Officer George Mbuvi Mutambaa (P/No. 212647/87085502) who died on 3rd October 1994 (Treasury file No. K.717719/20 and Public Trustee Case No. 155/1995), have not been paid; (b) why his next-of-kin, Mrs. Esther Mutambaa (mother), has not been paid his gratuity and refund of his shares at the Harambee Cooperative Society; and, (c) when the benefits will be paid. view
  • 21 Jul 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Unless my memory does not serve me right, this is not the Deputy Prime Minister and Minister for Finance. In case the Deputy Prime Minister and Minister for Finance is not here, the Leader of Government Business is here. Is he in order to raise the issue when there are more senior Ministers here? view
  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, Ministers have a tendency of coming here and asking for time to answer Questions later, yet these Questions have been properly served to their Ministries. Could the Assistant Minister give a compelling reason why he cannot answer this Question now before I decide whether I will be willing to allow him to answer it another day? view
  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, I reluctantly accept and hope that on Thursday, the Question will be answered without fail. view
  • 21 Jul 2011 in National Assembly: Mr. Speaker, Sir, I also want to add my voice in this request for you to give direction on this matter. The reason I am asking for this is, I happened to be one of the Members who served in this Committee under the chairmanship of Gor Sungu. Mr. Speaker, Sir, you will agree with me that indeed, to single out the chairman is very harsh. If such judgment was ever to be arrived at, it was collective responsibility. All Members are included. They were part of the deliberations which formed the basis of this ruling. I must say that ... view
  • 16 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, could the Attorney-General confirm to this House that, indeed, there are discussions between the Kenya Government and the UK Government to swap Mr. Devani and Mr. Okemo who are required to answer charges in the UK? Are there such arrangements to swap and that is why the Home Affairs Secretary of the UK Government was here to personally serve documents and get both the former managing director of Kenya Power and Lighting Company (KPLC) and Mr. Okemo? view
