  • 26 Jul 2018 in Senate: Madam Temporary Speaker, I have been waiting for the Committee to complete its work for the last three months. In fact, the Committee is one-and-a-half months late. I have no problem with adjourning the debate up to Tuesday, so that Members can read the report and make informed debate. However, let us remind ourselves that we have proceeded in the past and waited for the Committee to come with amendments. This should not be the practice; it should not be mandatory for ... view

  • 25 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, I thank hon. Senators who have made tremendous contributions on the Irrigation Bill. This Bill had come to this House before it was introduced again in the National Assembly. It is an important Bill and a subject matter that is dear to all of us, especially as Senators, and in so far as the Government’s objectives of food security and regulation of irrigation activities in the country are concerned. We have just come from a terrible disaster in Solai and many issues were raised in so far as the licensing of those dams is concerned. The ... view

I believe that with such a legal framework, the county governments partnering with the national Government can engage in important irrigation activities that will protect and provide food security for the rest of the country. That is ... view
