This is because we can never achieve irrigation without conserving the water, in the first place, where we will do that irrigation. In fact, the Bill itself talks about the national Government having a responsibility for licensing, so that then they can regulate the use of water between the upper and lower riparian users. view

In terms of strategy, we can wait until the consultations have been done but practically speaking, it makes no difference. The only way is to kill a Bill when it does not capture what you wanted during the Committee of the Whole.
