I was saying that for that reason, this House needs to pronounce itself properly on this matter. We were told that JM Kariuki disappeared and somebody else told the House that he was in Zambia having fun. However, he was found dead in Ngong. I have always given them, as the Chair of Devolution, advice so that any time they exercise a certain function, they ensure that it is not used for intimidation, blackmail, or so forth. However, I have never told them that it is wrong for them to use an oversight function to impeach any person who has violated the law. (Dr.) Khalwale, there is no provision in law that says that the national Treasury will cost and unbundle functions.
