(Prof.) Kindiki): Mr. Speaker, Sir, before the Senator informs me, I have not said – for the sake of the record – that the Government or anybody is reconsidering the devolution of functions. All that I have said is that the Constitution talks about the obligation – it is even a duty – for the national Government to build the capacity of counties to discharge their constitutional functions.
