Senators, it is true that this Motion, clearly from the provisions cited in the Constitution, in Articles 1, 6 and 15, and the content in terms of building the capacity of county governments, giving them a framework for capacity building, concerns counties. Consequently, as per the Constitution, this Motion will require that we have, at least, 24 Senators to vote for it to succeed. Madam Temporary Speaker, I come from a county called Elgeyo-Marakwet that borders West Pokot County where Sen. (Prof.) Lonyangapuo comes from. One of our biggest problems is dealing with cattle rustling. We have a great challenge when it comes to the number of police men and women serving in these pastoralist counties. Therefore, there are many young men who have actually committed their energy, time and resources to serve our people in Elgeyo-Marakwet County but they have not been compensated with anything.
