However, I recall that there is a Standing Order which requires that amendments be introduced at least two hours before the debate begins. If those amendments are not there, or they come from the Mover, he or she can introduce the amendments at anytime. He has given good reasons the amendments are not before the Committee. I do not what to go into the details.
