The letter that was subject to the statement by the Speaker was written by the Chairman of the CoGs, the Governor of Meru County, who happens to be my competitor. The amendment is to provide collaboration between the Director General and the county government in the management of fisheries in the respective counties as the original Bill did not provide for a role of the county Government. This being a devolved function, we thought it would be necessary for them to be involved in collaboration and consultation. view

The purpose of this amendment is to remove the powers being conferred on the Cabinet Secretary to take over the management of fisheries from the county governments in cases where they think there is mismanagement. This taking over functions by the national government is unconstitutional given the fact that fisheries is also a devolved function.
