Mr. Temporary Speaker, Sir, I rise to second this amendment by Sen. (Prof.) Lonyangapuo. The issue of national security has become an urgent and almost a permanent feature of our political life. It is only the other day we were talking about Kapedo and before that we were talking about the issues in Mombasa, Mandera and Lamu. We do not know where next we shall be talking about issues of insecurity. His Excellency the President has been holding a meeting today with the security officers regarding the deteriorating security situation in the country. We too as a legislature; as a ...

Mr. Speaker, Sir, indeed, this is a very short report. The business of that report is very straight forward. All Senators are aware that there is need to increase efficiency of this House without straining the people who sit on that Chair. It is very clear from the Standing Order No.16, that there should be a Chairpersons Panel. However, the Standing Order only talks about three Senators being Members of that Panel. The Standing Order states that in the constitution of the Panel, we should also look at the political composition of the Panel. There being two coalitions in the ...

Mr. Temporary Speaker, Sir, I will not respond to the provocation from the Senator for Mombasa. However, there is need for the House to ensure that the electronic voting system is in proper condition and working for all Senators. You can see that a large number of Senators joined me in manual voting. If this trend continues, the entire House will be joining me here. Since we will be going on recess very soon, the Parliamentary Service Commission should relook at the system and see whether it is working well. Thank you.

Mr. Temporary Speaker, Sir, I rise to support this Motion. People might think Mandera is far away or it is for Somalis but it is for all of us. My own brother is a teacher in a secondary school in Mandera. He could very well have been one of those who died. I would like us to clarify and separate two things; those who killed people in the bus were not people of Mandera. Let us not have emotions against Kenyans who live in Mandera. The people who attacked the bus were Al Shabaab criminals. It is our duty to ...

and defeat it. They say when you want to kill a snake; you may spend a lot of time fighting with the tail. However, until you hit the head, you cannot kill the snake. We are calling for a complete rethink of our security strategy. We need to have a strategy for dealing with the Al Shabaab . We should have learnt enough by now. Our young men were killed in Kapedo and the others have been killed in other operations. Time has come for us to look for more sophisticated methods of dealing with these criminals. The electronic version ...

Mr. Temporary Speaker, Sir, this petition is properly before this House because it falls squarely within the mandate of the Senate as spelt out in Article 96(1) of the Constitution which requires us to represent and protect the interests of the counties and their governments. It is our constitutional duty, as the Senate, to ensure the proper functioning not only of the County Executives, but also of the county assemblies because it is one way of protecting the interest of counties. There are many situations like what has been highlighted in that petition across the country. We should not shy ...
