products into this country in the last two years. What normally happens is this: In every two months, all oil marketers put in their focus demand. Two, is the Ministry of Petroleum. When all of this is added up together, they are invited by the Supply Coordination Desk to bid. There is a standard just like when you go to a bank to borrow a loan, where there is the Central Bank rate. There is something called the Plat rate. Most of these businesses that are now importing petroleum products into this country normally bid Plat plus either $1 or ...

21 Sep 2021 in Senate:
Mr. Speaker, Sir, I rise pursuant to Standing Order No.32 which states clearly that the Senate may at any time for reasons stated, seek leave to move that the Senate do adjourn now to be able to discuss this matter in detail. I sat here in the morning and I was perplexed as to what we were doing in this House if we cannot be able to put our foot on the ground and ensure that Cabinet Secretaries respect the Constitution. Article 153(3) is very clear as to what the Cabinet Secretary must do when called upon by this House. ...

that media houses should respect this House and the responsibility that they should carry. However, I would be lying to myself to say that I am comfortable with the direction you gave. When we adjourned temporarily, I expected the Chairperson of my Committee to prepare a report and table before the House. Thank you, Mr. Speaker, Sir. I do not intend to disrupt my Chairman. However, he has brought an interesting perspective of the Price Control Act yet we know very well that the problem is with taxation. This is because the fuel lands here at Kshs60. Hypothetically, even if the fuel price was to land here with no cost, people will still pay Kshs70 or 75, which, about 80 per cent of that is taxes, Kshs12 is margin for the oil marketers and then Kshs3.5 is the cost of transporting it through the pipeline. Mr. Speaker, Sir, with your guidance, you ...

16 Sep 2021 in Senate:
There is also the argument of the Petroleum Levy Fund which is an issue because we do not have regulations. What the Chairperson is saying is true. I am a Member of that Committee. We have held Energy and Petroleum Regulatory Authority (EPRA) from increasing the prices. So, I seek your indulgence on this matter, particularly on the Act that the distinguished Senator is planning to table to this House. I heard him say that he will table the Price Control Act. How will that fit in? This is a House of records. We need to understand that there are ...
