  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the case involving the engineer in the hon. Member’s constituency is a matter that has been raised in our office, and, indeed, we found that the engineer acted contrary to the instructions that he had been given. We have summoned him and will be able to take the appropriate action against engineers who do not follow the Ministry’s guidelines. In this particular case, the engineer changed the designs, or the specific details of the contract, without informing the Ministry. That was found to be inappropriate. view

I want to assure him that, indeed, we will be able to organize a grand breaking ceremony. The dates have not yet it been agreed. As soon as we are able to come up with a date that is agreeable to the hon. Member together with the Ministry and also the other people who are concerned and the community in general, we will be able to communicate it. view

(a) The construction of Syomakanda/Syotuvali Bridge has not been started because the Ministry has not been able to take on board these projects and several other projects in the country as a result of the pressing financial needs of the ongoing projects funded under the Development Budget. (b) My Ministry, through the Kenya Rural Roads Authority, plans to undertake the project in the coming 2011/2012 Financial Year. view
  • 2 Aug 2011 in National Assembly: Mr. Speaker, Sir, as you are aware, we are yet to present our estimates to this House. I can confirm to the hon. Member that the estimate for the bridge when we did the design in the 2008/2009 Financial Year was Kshs300 million. However, it is after our Vote has been passed, that I will be able to confirm how much will be allocated to the bridge. view

What I am unable to give in clear terms is the exact amount of money that has been allocated owing to the fact that we have to bring the Vote before the House. view

(a) The contractor who repaired the Kabati-Mariira Road could not install the road signs or the markings since the final surface working had not been completed. (b) The road signs and markings will be carried out during this Financial Year, 2011/2012. (c) Lastly, the water pipes destroyed during the construction along the main road, that is D416, have been replaced. Those on the Kagia-Githunguri Road, that is Rural Road No.1, will be replaced during the Financial Year, 2011/202012. view
  • 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to acknowledge that we have had few challenges on that particular road.The road classified as D416 and E518 has a total of 48.3 kilometres. Part of it was unclassified road - that is Rural Road 1. The contractor was Butt Sarajevo and General Company who was awarded the contract at the sum of Kshs1,169,000,000. The contract period was 24 months commencing on 4th August, 2006. It was to end on 5th August, 2008. Indeed, we want to confirm that a significant amount of money is actually used every time we construct a road. Sometimes, we have to relocate power lines, water and other facilities like the sewerage system. It would be important if all the plans in the Government are aligned. The Ministry of Public Works, the Ministry of Energy - because of the power lines - and all the other players who have services along the road should work together.
