  • 14 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, unless, I am given permission to go and look for the answer from the Ministry, I cannot answer this Question today. To answer hon. C. Kilonzo, Assistant Ministers assist Ministers when they are not there to answer Questions. That is what we do. So, it is unfortunate in this case that I have not gone to the office to be given the answers because I have just arrived from my constituency, Marakwet East. So, given time, I would go and look for the answers in the office. Mr. Deputy Speaker, Sir, may I be given until ... view
  • 14 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank my brother, hon. Boaz Kaino, for bringing this Motion to the House, even though I have a few concerns, which I hope he is going to take into account during the implementation of this Motion after it is passed. The views of the people of Marakwet East, which is the epicentre of cattle rustling, were not captured. It is unfortunate that when the Committee went to Marakwet District, they only went to Marakwet West, and not to Marakwet East. In fact, the people who gave their views castigated the people of ... view
  • 3 Nov 2010 in National Assembly: On a point of information, Mr. Deputy Speaker, Sir. I think we are here and we have a right to stand--- view
  • 26 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. If you heard the Member for Kisumu Town East, he also said “let us curse them.” Is this a House for cursing people or making laws? I think that is a grave statement. view
  • 29 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. view
  • 29 Sep 2010 in National Assembly: (a) Mr. Hosea Kipsang Ng’etich was an employee of New KCC Limited until 22nd January, 2010, when he was dismissed from employment together with 13 other salesmen for gross misconduct. view
  • 29 Sep 2010 in National Assembly: (b) The staff advisory committee of New KCC, on 12th January, 2010, deliberated on the audit findings regarding some losses within the company where Mr. Ng’etich was one of those implicated and recommended his dismissal for fraudulently manipulating official stock records. It has, therefore, been proved that there was lack of integrity on the part of the employee which necessitated his dismissal. view
  • 29 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, there were 14 employees, Kipsang included. I will lay the document on the Table. The document shows that the former employee in question made a loss of Kshs18,986.94. The audit report for his record is here. view
  • 29 Sep 2010 in National Assembly: It is unfortunate that New KCC has been making a lot of losses. This is just one of the many ways that New KCC has been making losses. We hope that with what is going on currently – with many people being sacked, we will get many more people of integrity. We have seen people who have been shown the door because they have not been sincere in making returns on the payments that they get after selling the milk outside. view
  • 29 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am afraid I do not have the correct answer on how much has been recovered as a result of those people being sacked. Surely, those are losses. In fact, we have made those losses out of salesmen going out to sell New KCC products like milk and manipulating the figures of milk that has not been sold. So, at the end of the day, they record that they have not sold much of the milk when the truth is that they have already sold. I am not in a position to tell you how much ... view
