  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, if I heard correctly, the hon. Member has talked about the KCC Limited. I am talking about a totally different entity called the New KCC, which was taken over by the Government in 2003 and the Government bought everything from the KCC 2000. view
  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I empathise with the Kenyans who are owed Kshs218 million by the KCC Limited. I would like the hon. Member to state the judgement. Was it against the New KCC or the KCC 2000? I began by saying that we had the KCC, which we all of us knew from the beginning. In 1999, it went under receivership. Mr. Shylock of the 3796 PARLIAMENTARY DEBATES December 03, 2008 PriceWaterHouseCoopers was appointed as the Receiver Manager. In 2000, the receiver sold it to a new company called the KCC 2000 Limited and the KCC Holdings Limited. With ... view
  • 23 Oct 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this time to support this Motion. I have a few complaints to make. One of the things that people from insecure areas fear is the training police officers undergo. The police are trained to torture people in order to make them surrender. They even rape! I would like the Minister to change the training that is provided in Kiganjo Police Training College. There is poor infrastructure in areas where cattle rustling is rampant. In areas where there is insecurity, you will find that the District Commissioner (DC), the Officer Commanding Station ... view
  • 22 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute in support of this Motion. I also want to congratulate my brother, hon. Kaino, for coming up with this Motion. Mr. Temporary Deputy Speaker, Sir, making every constituency to be a district will definitely improve security. For a long time, people from the pastoral communities have suffered cattle rustling which has turned into human rustling over the years. When you call the District Commissioner, he or she cannot reach the crime scene because of poor road network. However, if the District Commissioner was stationed in the ... view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware. (b) Following the suspected embezzlement of the society's funds and subsequent deterioration of services to the members, my Ministry instituted an inquiry in accordance with Section 58 of the Co-operative Societies Act on 24th July, 2008, to look into the by-laws, the working and financial conditions of Vihiga Teachers SACCO. Mr. Speaker, Sir, a report on the findings was tabled to the members on 4th October, 2008. Consequently, the members dissolved their society's management committee and an interim committee of five members was appointed for a period of ... view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, I will give one answer to the two questions that the hon. Member has asked. When the then management committee was dissolved on 23rd May, 2008, they went to court and obtained orders to restrain the District Co-operative Officer from interfering with the affairs of the society. Up to now, the matter is in court. We are waiting for that court injunction to be lifted. As I said earlier, our Ministry has gone ahead to freeze all the accounts of the SACCO. It is even better when the members' finances are safe than when we allow transactions ... view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, unless he did not understand, I have answered that question by saying we are waiting for the court ruling. They went to get a court injunction and we can do nothing until the court gives its ruling. view
  • 31 Jul 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Bill. I stand to support the Bill. As I do so, I would like to give a few recommendations which I would like adopted. First, I wish Clause 9(3) could be amended to be gender-friendly, so that it can apply to both men and women. We should amend its wording to read "chairperson" and "vice-chairperson" shall be "persons" of the opposite gender." July 31, 2008 PARLIAMENTARY DEBATES 2287 Clause 10(3) should be amended by deleting the words "gender equity" and replace them with the ... view
  • 23 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. I come from a constituency that was initially insecure. Is it right for the Assistant Minister to say it is not as serious when people are dying? What constitutes a serious security problem? view
