Mr. Speaker, Sir, indeed Bingwa SACCO is one of the best managed SACCOs in Kirinyaga County. However, because of one director--- This complaint is from one director who had served for 12 years, and members feel that they should replace this representative from Mukure zone. He is the one who brought this complaint. All this will be resolved when they hold their election on 11th May, 2012.

In the answer that I have given, I have said that after consultations with all the stakeholders, that is the complainant, the directors of Bingwa SACCO Society, the district security team and my Ministry, it has been agreed that the AGM will take place tomorrow and elections will be conducted on 11th May, 2012. Madam Temporary Deputy Speaker, when the Bill on FGM was assented to by the President last year, we did not get enough time to sensitize communities on the law. So, you find that some communities still practise FGM on their children over the December holidays. So, starting this early would curb the vice so that the subsequent holidays the girl-child in this country would be safe from this monster called FGM.

Madam Temporary Deputy Speaker, I also support and hope that the Minister of State for Special Programmes would get time to sit down with the technocrats so that they can address the issues of IDPs. People in this nation live in two parts of the world; post-independence and pre-independence. My constituents for this matter are in their pre- independence time. We still live like the colonial era where people were held in holding grounds.

Mr. Deputy Speaker, Sir, I rise to support the Motion, especially on the issue of community land register. Land outside Nairobi, or the central areas, does not have title deeds. You will find that, indeed, in far-flung areas of our country, the tenure is communal. So, we need a lot of time, so that the people managing community land can have their input into the Land Bill. With those few remarks, I support.

Mr. Temporary Deputy Speaker, Sir, thank you for honouring the new Constitution considering my position as a lady Member. In supporting this Motion, I would propose that the expansion should be towards the area of job creation or innovation where graduates from universities become job creators. We are a nation of job seekers because it is about papers and not what you can do with the knowledge that you get at the university. With those few remarks, I support.
