31 Oct 2013 in Senate:
Mr. Deputy Speaker, Sir, I direct my question to the Chairman who probably is here on behalf of the Chairperson of the Salaries and Remuneration Commission (SRC). What I know is that at the county government, we have the county assembly and the executive officers. In this case, the role of a Member of the County Assembly (MCA) is stipulated in the Constitution and their three key roles are representation, oversight and legislation. I do not think the MCAs are reporting to any other person apart from the voters and they were fully vetted before being elected. To me, that ...

30 Oct 2013 in Senate:
Thank you, Madam Temporary Speaker, for giving me this particular moment to support this Motion. I want to thank and congratulate Sen. Zipporah Kittony for coming up with this wonderful Motion. It is a Motion that is touching on women in the country, and this is what I like, as usual. I wanted to support it this way, but I believe we have some policies on water but the problem in our country is how they are supposed to be implemented; the implementation part of it is the worst problem. I want to take this opportunity to request the Committee ...

23 Oct 2013 in Senate:
Mr. Deputy Speaker, Sir, I am sorry. I thought since I was the only one standing, I could proceed. I want to support this Motion and add some few points. I want to talk about this report. Every time a Committee makes an arrangement to visit counties, I think it should be representing the 47 counties. I would suggest that any time any Committee plans to do county visits, they should plan in such a way that they start by ear-marking which counties they should visit. For example, they should visit the best and the worst counties so that when ...

17 Oct 2013 in Senate:
Mr. Deputy Speaker, Sir, thank you for giving me this chance. Mr. Deputy Speaker, Sir, first, I want to commend the Committee for making the decision to visit the counties. This is the only way that we can know the problems facing the public. Mr. Deputy Speaker, Sir, I only have two issues to add to what my fellow Senators have contributed. This is about the services. I was looking at the findings of the Committee and must commend the Chairman. We know very well that most of us are not receiving quality services in most public hospitals. There are ...

16 Oct 2013 in Senate:
Thank you, Madam Temporary Speaker, for giving me this opportunity to contribute to this Motion. I must congratulate the Committee that prepared this Report after the county visits. County visits are very important because they will give us a chance, as Senators, to really know the problems facing the public and find ways of assisting them. Madam Temporary Speaker, I would not like to repeat what my fellow Senators have talked about, but there is one issue that speaks about our main role of legislation. We know that there are so many problems facing people at the grassroots level, but ...

9 Oct 2013 in Senate:
Bw.
