25 Feb 2016 in Senate:
Mr. Deputy Speaker, Sir, I thank the Senator for Vihiga County for bringing this Petition on behalf of the MCAs. We, as the Senate, represent the interest of counties. Therefore, it is a pity that resources allocated to county governments are being misused by the governors. One of the roles of the MCAs is to oversight the county executive. It is the responsibility of the County Public Accounts and Investments Committee (CPAIC) to interrogate how devolved funds are being spent by the county governments. The Controller of Budget is responsible for all the funds that are devolved to the county ...

25 Nov 2015 in Senate:
On a point of order Mr. Temporary Speaker, Sir. When we were adjourning to go and welcome our visitor, Pope, I thought we were going to confine our debate to the visit. I am so surprised when you hear the opposition side complaining. I think it is wise for them to do a memorandum if they have a problem and, may be, find a way they can hand it over to the relevant authority. It is so pathetic to stand every time and accuse the Government on every issue. What Sen. (Dr.) Khalwale is talking about is not related to ...

19 Nov 2015 in Senate:
Asante, Bw.

18 Nov 2015 in Senate:
On a point of order, Mr. Deputy Speaker, Sir. I stand on a point of order to seek some clarification from you as the Chair. I do not know who Sen. Wetangula refers to when he says “proxy.”Every time he is on his feet, he speaks about having Members who are proxy. Please, I need some clarification from you.

12 Nov 2015 in Senate:
Mr. Temporary Speaker, Sir, I rise to support this Motion. I take this opportunity to thank the Mover of the Motion, who is the Chairperson of Kenya Women Senators Association (KEWOSA). I support the sentiments of the Mover and the seconder. We all know that we had visitors yesterday, the IPU women who paid a courtesy call here to speak about the framework and how we can assist women in this country to ascend to power. I am not referring to politics alone, but all aspects. A woman is the family that forms the nation. We are not just concerned ...

3 Nov 2015 in Senate:
Mr. Deputy Speaker, Sir, I wanted your clarification on what Sen. Wetangula was talking about earlier, concerning how we do voting. I did not understand whether he wanted to tell us about what we are supposed to do today. That is the clarification I wanted to seek.

Mr. Speaker, Sir, I join my fellow Senators in welcoming the MCAs from Kilifi and Vihiga counties. I also thank you for coming up with new programmes that will empower them in a way that will impact positively on the communities and the county assemblies. We are here for them and I am impressed that they are gender sensitive. Karibuni .

27 Oct 2015 in Senate:
Madam Temporary Speaker, I thank you for giving me this opportunity to add my voice to that of the Senators who have contributed to this amendment. First, I thank Sen. Musila for bringing this amendment to this House. It is a matter that affects most people. Representation is one of our roles. We represent the people who cannot pay school fees for their children. One reason these certificates are being withheld is because of school fees balances. These two are not related in any way because during the days when examination fees were being paid, I thought it was paid ...

22 Oct 2015 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I also add my voice to those of my fellow Senators who have contributed in welcoming the members of the county assemblies from various counties. We are so happy to have them. I am a Member of the Senate Committee on delegated legislation and we were so happy to have a session with them. I know they got, especially from you, a very strong presentation this morning. I am happy the Committee is well represented and the women are represented, especially in this visit and other Committees. I hope they are all aware that ...
