Thank you, Hon. Temporary Deputy Chairman. I am a member of the Committee and I can attest to the fact that we had lengthy deliberation on this matter. The principal reasons we agree with this amendment are as follows: First, our oversight role as Parliament is indicated under Article 95 of the Constitution. It gives the Committee the mandate to oversee the ministry. So, if you do not have Parliament you are actually removing the Committee from playing its oversight role. If you say: “The CS may where appropriate and in writing delegate any power or assign any duty conferred on him or her under this Act---” The question that begs is, to whom?
