In Waseges in my constituency, a man was shot dead in his house by about nine criminals about a month ago. It has been very difficult to know which police station the matter is supposed to be reported to because we are dealing with the OCPD, Subukia, and the OCPD, Nakuru.   • 24 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Seven months ago, I stood here to ask for an OCPD. The commitment that the Assistant Minister is making today is the same one that he made seven months ago that he was making arrangements to deploy OCPDs to various areas which did not have OCPDs then. He is saying the same thing without telling us specifically when he is going to do that for Rongai. view

  • 10 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, the problem of flooding was also prevalent last year. We experienced damage to many roads and bridges. The Ministry asked for a list of bridges. The list was compiled and forwarded to the Ministry. The lists are lying in the Minister and floods have started. We have so many bridges that are affected. We are going to have a big number. What is the Ministry doing to solve the problem, instead of waiting until there is an emergency and start evaluating? The Assistant Minister has told us that due to shortage of funds, they cannot buy the equipment that would reduce the hospitalisation period of patients to two weeks, yet, as the hon. Questioner has said, the Ministry spends over Kshs200,000 to feed a patient for six months. Is it in order for him to say that the Ministry has a shortage of funds when they spend Kshs200,000 to keep a patient in hospital for six months? view
  • 2 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, it is the concern of Parliament to know the capacity of stretchers in the event that there is need to carry more than one patient at a time in the same aircraft. Is it in order for the Assistant Minister to tell us whether there is need for stretchers in those aircrafts or not? We are asking the capacity of stretchers in those aircrafts. How many? Can you tell us? Stop avoiding the question. view

I would like to do so by, first and foremost, congratulating the Members of this House for a wonderful job done through this Session.   • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, we have also said that we have set aside funds to buy farms. I want to say here that farms are not missing or we are not lacking land to buy. I think there is a problem in our procurement system in the Government. If, for example, valuation is done in a place like Rongai for a parcel of land offered for sale by willing sellers at about Kshs60, 000 in an area where land ordinarily goes for a range of about Kshs400, 000 between willing buyer and willing seller, I think the Government is joking. ... view
