  • 6 Aug 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Member to appear to justify the number of the people that are reported to have been killed and even justify why in the first place the raids took place? If the I heard the Mover of this Motion correctly--- view

  • 6 Aug 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to support this Motion. It is true that this is, indeed, a sad day in this country because we have lost innocent Kenyans. It is also a great day because Members from those areas which suffer this menance of cattle rustling will also have a chance to say their experiences. When we had a political crisis in December last year, we saw how the Government August 6, 2008 PARLIAMENTARY DEBATES 2377 responded. Several police posts were built in the affected areas. The Internally Displaced Persons (IDPs) arising from the political crisis were ... view
  • 31 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to second the amendments proposed by Mr. Mungatana. When you talk of a period of 14 days within which parties are supposed to comply, for sure, that is such a short time knowing the kind of process and procedures parties may wish to pursue or follow, especially after undertaking changes in their management. Therefore, the arguments raised for the proposed amendments are justified. I, therefore, beg to second. view

  • 30 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the answer that I have for this Question is not satisfactory. I would, therefore, wish to seek the indulgence of the Chair that I give a satisfactory answer on Thursday next week. view
  • 30 Jul 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to say that we are shedding crocodile tears? I am one of those people who have made a lot of noise and I do not own a single acre and I have never owned one. I think he should be specific so that some of us are saved from that kind of accusation. view
  • 30 Jul 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I think the hon. Member has to be a little bit serious about what he is alleging because if he wants to table that information, then he does not have to spend time accusing the whole House. He should come and accuse those people who have made a mistake and not everybody. view
  • 17 Jul 2008 in National Assembly: Mr.Speaker,Sir, beg to reply. (a) The paralegal training programme held at the Kenya School of Law between 2001 and 2003 was initiated without the approval of the Council of Legal Education. It, therefore, became necessary to seek the ex-post facto ratification and approval of the programme by the requisite committee and the council before certificates could be issued. This regrettably took some time to complete. (b) The Council of Legal Education at its meeting held on 16th November, 2007 authorised the issuance of the certificates to students who passed the course with immediate effect. The certificates are being issued, and ... view
