  • 21 Jan 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I come from Baringo and I want to support what my colleague has said. The Assistant Minister should name those people who are behind cattle rustling. I was very clear in my earlier point of order that we gave the names to the police. view
  • 21 Jan 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to make my contribution on this very important Motion. I support it. Cattle rustling has become a major security threat to communities living in Arid and Semi-Arid Lands (ASALs). In the process of cattle rustling, people are killed, maimed and wounded. Innocent children and women are killed. Earlier in January last year, seven people were killed in my constituency. Their livestock was stolen and it has become a major security threat in my constituency especially in those areas where there is cattle rustling. view
  • 21 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, learning institutions have also been closed and Internally Displaced People's camps have emerged. Last year we discussed about the IDPs as a result of the Ja nuary 21, 2009 PARLIAMENTAR Y DEBATES view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I beg to reply. Whereas the Judiciary appreciates that Lari Constituency is vast and has a population of about 150,000 people, they will, however, be considered together with the other needy areas when funds are made available. Financial constraints on the Development Vote do not allow the Judiciary to commence the planning of a court facility in Lari Constituency at the moment. view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, as I said in the answer, Lari Constituency is among the very many constituencies in this country which do not have law courts. This financial year, the Government set aside about Kshs500 million to put up law courts in different parts of this country. However, Lari Constituency is not one of them. We hope that in the next financial year, Lari Constituency may be considered. Indeed, it is true that they are served from Kiambu and they need to have one court of law. In the next financial year, it will be considered. view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, it would be difficult to asses compensation to be given to an individual who cannot access justice. I think the bit the Government can do is to ensure that we avail these facilities. For us to build these institutions, we need money. It is not that the Government does not intend to have them but the limited resources we have do not allow us to do so. We may not be able to talk of compensating Kenyans for not accessing justice. It would be difficult. However, the Government will commit itself to ensure that these facilities ... view
  • 10 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, I want to thank the hon. Member for understanding the situation. I want to make a commitment that we will do our best to ensure that, in the next financial year, we will have a law court in Lari. Thank you, Madam Temporary Deputy Speaker. view
  • 10 Dec 2008 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker. I am in support of this Motion. It is so crucial, taking into account the fact that food is a basic requirement for survival. In fact, it has a great importance in terms of the fact that nobody can do anything before he eats. If this country is to move forward, the basic issue such as food, must be secured. The situation in which our people are in at the moment, in terms of the prices of food, is deplorable. The Government must address it comprehensively, so that we are not faced ... view
  • 22 Oct 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. I want to congratulate the Mover of this Motion, because it is so timely. It is very important in as far as the lives of Kenyans are concerned. The creation of districts on the basis of 2906 PARLIAMETARY DEBATES October 22, 2008 constituencies should have been effected a long time ago. When you look at the importance of the districts, you will find that they are units on which developmental issues are based. You will realise that resources released for development purposes ... view
  • 7 Aug 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I stand to support the Motion. Yesterday, in this House, we debated a Motion brought by one of our colleagues, arising from insecurity in some part of this country. Those of us who come from areas where there is serious insecurity, receive reports daily. Some time we receive reports on insecurity after every three hours. Those of us from those areas need time to go and discuss how best we can resolve those issues. One of the causes of insecurity is dispute between communities. It is for us leaders to sit down with the ... view
