  • 19 Oct 2022 in Senate: We have to make sure that individuals implied in our reports are dealt with. The moment we pass recommendations which come to the Floor of the House, those recommendations have to be implemented by the relevant authorities like the DCI or the EACC. If that happens, we will improve Kenya and make devolution a reality. We are already seeing results of devolution. Devolution has worked to a certain extent. We are not yet where we should be, but I believe through this House and the two committees, devolution will succeed and improve the lives of Kenyans. view

  • 18 Oct 2022 in Senate: Madam Temporary Speaker, I rise to support this Petition. First and foremost, transport is about equity in the country, which is in the Constitution. What is happening in the Port of Mombasa or any other place with water mass happens to other citizens of this country in any part of the country. For equity and there having been details as to the budget and the preparedness of the House having allocated monies to solve this problem, the Government should move with speed. Even before our Committee proceeds to Homa Bay, this matter should have even been sorted because of the ... view

  • 13 Oct 2022 in Senate: Thank you, Mr. Deputy Speaker, Sir. I take this opportunity to welcome the delegation from Makueni County Assembly. They are specifically here to learn how to keep good records of the House proceedings. I believe they will be here today and tomorrow. I invite them. As they follow proceedings, they will also see how we conduct business. When they go back to the county assembly, they will make an impact and improve the services for the county assembly and the people of Makueni. I welcome them and thank you, Mr. Deputy Speaker, Sir, for welcoming and taking cognizance of these ... view
  • 13 Oct 2022 in Senate: Thank you, Mr. Deputy Speaker, Sir, I will be very brief. The Speaker’s Panel is very important. Today, we have just established a new tradition on how to number this. The National Assembly numbers it differently. I support. view
  • 12 Oct 2022 in Senate: Thank you, Mr. Deputy Speaker, Sir. I support the Motion. The Calendar is important. It has been put forward by the Majority Leader that we will have another training. Even after being in the National Assembly for 10 years, I still have one or two things to learn. We learn something new every day. If we had that further training, I believe some of the new Senators will also get more information. We will then avoid some of these points of orders which take a little bit more of the House’s time. I believe we have quite heavy business to ... view
  • 12 Oct 2022 in Senate: Thank you, Mr. Deputy Speaker, Sir. Yes, Sen. Cherarkey does not quote what Standing Order he is rising on most times. Most of the time, it is frivolous or just to interrupt so that the people of his county can see him. He is my good friend. He never states the Standing Order or he states that which is irrelevant. view

  • 12 Oct 2022 in Senate: Mr. Deputy Speaker, Sir, Sen. Cherarkey is a personal friend and I am his senior in the profession. The use of the word “frivolous” would have been excessive and I withdraw it. However, I agree with the Senate Majority Leader that we need further training. I am sure out of that further training, we will not keep using those Standing Orders which the Speaker should, according to the Standing Orders, rule whether they are frivolous or not. I leave that to the realm of the Deputy Speaker because he is the only one who can rule. The main point is ... view
