The Traffic Act has not been sufficient bearing in mind that it is a very old Act from the colonial days. In the Kibaki Administration, motorcycle transport became very huge. A long time ago, a few individuals owned motorcycles, but now it has become part of public transport system. Therefore, this was a big development. Although there could be some regulations under that Act, Sen. (Dr.) Khalwale, in his wisdom, decided to come up with this law, which deals with the regulation of ... view

I support because this is an important law. We need to have it enforced so that motorcyclists have certain exceptions and go through training. Their driving licenses should not necessarily be like the normal driving licenses. It should be its own class. • 11 Jul 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me an opportunity to contribute to this very important law. This law, although prepared months ago, Sen. Okenyuri seems to have been thinking and knowing what is happening to many young people in this country. In a country, the Government cannot hire everybody. Not all young people or young graduates or people who have been to school can be hired by the counties or the national Government. Therefore, there is need for job creation. This is one way for people to begin small businesses and grow them into big-time international businesses. This ... view
  • 11 Jul 2024 in Senate: There are many people who carry goods and sell them on the streets, but they are harassed by the existing laws. Therefore, there was need to protect and nurture such businesses into big-time businesses and this law will serve such so that we can have organized street vending. Already there is some organized street vending. Sometimes they sell African regalia, kitenges ’, Maasai beads and all that, in the car parks. This happens periodically and it does not have a certain law. It is even better when certain streets are gazetted and preserved for this trade in an organized manner, ... view
  • 11 Jul 2024 in Senate: There are others who even sell car accessories. They walk long distances and they save people's time who have no time to walk to the shops. These are the people who eventually grow into bigger shops, more settled, more organized and will even pay bigger levies to the counties. Subsequently, their spending power is enhanced and they are now able to grow their lifestyles. Therefore, a law like this at a time like this is important, so that everyone is accorded an opportunity. This particular law must protect these people and the people themselves must be responsible. That is why ... view

Even the ones with mikokoteni will know that they have an opportunity to take their children to school, feed themselves and grow. The selling of food, be it cereals, requires cleanliness. Therefore, there must be places where people can clean their hands and washroom facilities by counties because these issues move together. This will make the street business profitable. We heard Sen. Mungatana speaking about a certain outbreak. When people do not maintain cleanliness, there is bound to be outbreaks of diseases. One of the major ways of dealing with such diseases ... view

As you know, you and I have been in the National Assembly for 10 years, and currently serving our third term of Parliament. I am blessed to have been a Member of the Committee on Delegated Legislation for 12 years now. Mr. Deputy Speaker, Sir, with these regulations of the Social Health Insurance Fund (SHIF), which the Committee has sought to nullify, we had difficulties which I have never seen in my lifetime in Parliament. • 10 Jul 2024 in Senate: They gave an organized Gazette notice and, in fact, announced that these regulations were to be effective by 1st July. Of course, the tariffs were never published and there was a little bit of disorganization in the presentation of these regulations and keenly with the tariffs missing, then the regulations had a gaping hole. We pleaded with the Ministry to let us have these tariffs. We have never seen them up to today. Without the tariffs, then you have a very big component of the regulations not accompanying and not being part of the regulations, and they cannot come when ... view
  • 10 Jul 2024 in Senate: Health is a very serious matter. You heard the Senator for Migori talk of his experiences on how he, unfortunately, lost his mother due to lack of very little money, health insurance and such. Many Kenyans are going through this and many of the Gen Z are not insured. Many of the Gen Z and many other Kenyans would want to know how they will be treated when there is a need of this nature, for instance, when you have been shot by police or injured in a road accident and that data has to be availed. One of the ... view
