Mr. Temporary Speaker, Sir, I beg to second and urge the Senate to reject these torturous regulations, which are unconstitutional and illegal. This will go a long way in helping solve the problems of Kenyans, especially the Gen Z, who suffer very much when they get sick or go to hospitals. Mr. Temporary Speaker, Sir, I beg to second this important Motion. Senate Mashinani is a forum whereby the Senate interacts with people of different counties. I have only experienced the one that was in Lodwar. While we were there, the Committee of Agriculture, Livestock and Fisheries visited Lake Turkana. I do not think I would have visited it, unless the Senate offered this opportunity. We went there to address the issue of co-operatives and fishing. We also got the issue of fishing in Busia County and the challenges fishermen go through. Some of them find themselves accused of being in the territory of Uganda and we need a way forward in all these matters so that we can resolve the problems of the people. The same Bill came to Parliament and the usual lobbying took place. The majority of the Members of Parliament voted yes which irritated the young people because they did not imagine the hardship life they would face. I have engaged some of these people who were in these demonstrations and most of them are graduates. Thank you, Mr. Speaker, Sir, I rise to support this Bill. It is important to point out that the Senate is here to protect devolution. I like what the Committee led by Sen. Ali Roba has done. What is most important is that devolution has certain parameters that are in the Constitution. Mr. Speaker, Sir, agriculture, health and water are devolved. However, the biggest problem has been health and agriculture. Many functions for health and agriculture, which should be devolved, are still held at the national level.
