Article 124 of the Constitution says- “Each House of Parliament may establish committees and shall make Standing Orders for the orderly conduct of its proceedings, including the proceedings of its committees.” The Standing Orders apply to the business of the House and the committees. The Standing Orders are like a law, just like an Act of Parliament. However, they also are not cast in stone, they can be amended from time to time, just like has been proposed. • 22 May 2024 in Senate: Thank you, Mr. Deputy Speaker, Sir. I agree with the two Senators; that is, the Senator for Kitui and the Senator for Tharaka Nithi. I went through this as a Member of Parliament when we did Thwake Dam in Makueni County, which would have been completed five years ago. It has been delayed and become more expensive. Resettling people is indeed a difficult matter, especially where they have buried their loved ones. Their homesteads have to be cleared and you have to find new graves for the old ones. • 21 May 2024 in Senate: Mr. Deputy Speaker, Sir, thank you for your communication and the appointment of very able Senators to the Mediation Committee. The Senate is here to defend devolution. The moment, we make a proposal for monies to go to the counties, it is not upon the National Assembly to say that money can be scooped from the National Government Constituencies Development Fund (NG- CDF). The money for NG-CDF is fixed by the Constitution and cannot be touched. All we are asking is for sufficient monies to be added and sent to the counties. • 21 May 2024 in Senate: I am urging that team that there is no budging or going back, but to ensure this money goes to devolution functions. We have not yet met the constitutional threshold. Therefore, there must be sufficient monies to make sure that devolution works and that the counties get their rightful share so that they can develop. Most of what has been going to counties are just expenses and very little money for development. It is high time that this Senate insisted for development money to go to the counties.
