On the Competency Based Curriculum (CBC), one of the biggest failures is that although it was started in a different system and is ongoing, there are questions that the Government cannot answer. The CBC is currently unconstitutional and can only be implemented when electricity and internet are available in every home and school in the country. Mr. Speaker, Sir, under the Constitution, this House invites Cabinet Secretaries to come and respond on matters under their Ministries. You are the Ministry of Lands, Public Works, Housing and Urban Development. Although the NLC is independent, she could have as well have invited them to accompany her here or written to them. The NLC then should have responded in one way or another. Is there a letter that they have responded to you now that you are the one the Constitution expects to appear here on behalf of the NLC?

Meaning, this Act is not independent of other laws. It is subject to the Constitution, statutes and other Acts of Parliament, which will work together with this to make it stronger. Thus, it is not in conflict of any other written law. It is in consonance with it and at times, that becomes a point of litigation when there are parallel laws applying on one thing. Nonetheless, this is so specific, carefully thought and solving a problem which has been bedevilling the counties for some time.
