  • 29 Jul 2009 in National Assembly: Madam Temporary Deputy Speaker, of concern though is the fact that previously, the Government has been able to utilize hydro-power by generating it from a certain area. However, they have not been able to benefit the communities around immediately. That is a very serious concern because it is now difficult to tell people that they have important resources like rivers and then generate electricity from those rivers and take it elsewhere. You know very well that homesteads in Turkwel may not be enjoying the electricity that is generated from thereabout. We want to urge the Government that as we pass ... view
  • 29 Jul 2009 in National Assembly: We cannot keep on relying so much on hydro-power alone. We are faced with very serious problem of drought and water shortage. It will be in order for the Ministry to come up with other methods of generating power. We have enough wind resource which we could use to generate electricity. We can also harness solar energy. Relying on hydro- power alone is not going to be sustainable in terms of meeting the demands of this country. I would like to urge the Ministry to explore other means. I would like to congratulate the same Ministry for venturing into geothermal ... view
  • 29 Jul 2009 in National Assembly: Madam Temporary Deputy Speaker, with those many remarks, I support the Motion. I would like to urge my colleagues that we pass this Motion so that we can generate smaller units of power that will enable Kenyans to access electricity from wherever they are. view
  • 22 Jul 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. Let me start by thanking Mr. Chachu for thinking on behalf of this Government which seems to be asleep. We have been able to see previously that this Government works only on emergencies. You know very well that our current President and the previous Presidents have been very quick in making declarations of national disasters; one of them being famine. I do not know what the significance of declaring a situation a national disaster helps. If this helps the situation, then the Government should declare arid lands and ... view
  • 10 Jun 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Motion being moved is of very great importance. I think the House does not have enough hon. Members to continue transacting this very critical Motion. view

  • 10 Jun 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am not challenging your ruling, but you had earlier on confirmed to us that you would give time to most of us to contribute to this Motion. view
  • 7 May 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. In view of the mood in the House, would I be in order to request that the Mover be called upon to reply, so that we can rest this matter? view
  • 29 Apr 2009 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for giving me this chance to support this Motion as brought to this House by the Minister for Finance. Mr. Temporary Deputy Speaker, Sir, I would like to register our dissatisfaction in the way programmes have been brought in the Printed Estimates, only to be pushed to the next Financial Year. This is a worry to most of us because if that be the case, it means we are always passing a Budget that is not within the financial year that we are talking about. Specifically, there is the issue of improvement of ... view
  • 11 Feb 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Question the hon. Member had asked referred to Tsavo East and Tsavo West. There are issues in Tsavo East that affect my constituency. I thought that this would be a good opportunity to interrogate the Minister. view
