The Chair, having voted and there is a tie, can choose to exercise the casting vote to break the tie or decline to do so. In this case, I would like to cast with the Ayes. So, the Ayes have it! view

Section 54(2) says:- "On a question proposed for decision in the National Assembly, the person presiding in the Assembly shall- (b) if he is not the Speaker, have both an original vote and a casting vote." So, I do not want anybody to make any innuendoes that may be we did it unprocedurally. view
