In my view, this casualness from the Ministries should not be allowed. It is very unfortunate for somebody to be denied a P3 Form, which is a right. It is very unfortunate for a person to be referred to as “deceased” when he is still alive. That, in my view, is a clear manifestation that no investigation was carried out on this matter, which hon. Moroto raised, and there was no visit to the victim. view
