• 22 Oct 2015 in National Assembly: As a Committee, we rejected these proposed amendments basically because we felt they are unconstitutional. Article 62(1)(f) and (3) classify minerals as public land, which is vested in the national Government. The national Government’s decision to create a National Mining Corporation (NMC) to participate in mining and mineral activities in the country, and as it is the practice in Namibia and many other countries, we felt this is really within the ambit of the national Government on those bases. Based on the fact that we felt that this is unconstitutional, we rejected it. view

Before I make my contribution to the Senate Amendment Bill on the National Drought Management Authority Bill, I want to say the following: One, this Bill is extremely timely for obvious reasons; that there has been a deliberate design by previous regimes to neglect the drought-prone areas. • 1 Jul 2015 in National Assembly: roll out their programmes without external interference by interested parties who come to--- For now, we have over 56 parties which are not funded. It is very difficult for them to roll out their programmes throughout the Republic, when they do not enjoy any funding from the Government, or from well-wishers. I support the position that we reduce the percentage from 5 to 2 per cent to allow more parties to come in to enjoy the Fund. If that is the position, I appreciate what the Mover was saying.
