  • 27 Jun 2007 in National Assembly: Mr. Speaker, Sir, I happen to come from the same region as the Assistant Minister and I think he is aware that one of the chairmen of a parastatal stood and was actually elected Chairman of NARC(K) in Wundanyi. Could the Assistant Minister confirm or deny? view
  • 27 Jun 2007 in National Assembly: Mr. Speaker, Sir, he knows Mr. Mwanyengela Ngali was elected Chairman of NARC(K). view
  • 20 Jun 2007 in National Assembly: Mr. Speaker, Sir, it is believed that the Mungiki organisation has got cells in almost all parts of this country. We believe that the National Security Intelligence Service (NSIS) is efficient and it should know where those cells are. Could the Assistant Minister tell us how many Mungiki cells are in the country and what steps he is taking to dismantle them? view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has said that he does not know whether the lack of tenure of office of the Commissioner of Police is one of the causes of insecurity in the country. Could he now tell us what are the causes of the state of insecurity in this country? view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, I stand to support this Motion. In doing so, I would like to say that obviously, for most of us, as we proceed on recess, the state of insecurity in this country will be of our great concern. I know we have all blamed the Executive Arm of the Government for failing to contain the insecurity. However, I think this House too needs to look at its role. I believe that we need to give the police special powers to act appropriately on emergency situations, like this of Mungiki . I also believe that when the ... view
  • 29 May 2007 in National Assembly: when he was paying Kshs40 four years ago, you cannot tell him that the economy is improving. You need to ensure that; and the Minister for Finance is here, he really needs to look and see what they can do to be able to--- view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, hon. Ndile does not know what he is talking about. If you go to my constituency, sugar costs Kshs100 per kilo. That is a statement of fact. A kilo of unga costs Kshs80 per bag. So, you cannot tell me that I do not know what I am talking about. That is the real situation and I am saying that, you--- And the Minister is here, those are the areas which he needs to look at to ensure that Kenyans do not suffer. Those are the realities of life - look at paraffin, unga, look ... view
  • 29 May 2007 in National Assembly: . Mr. Temporary Deputy Speaker, Sir, I think it is important that as we go, the country is, indeed, concerned. Whereas we are being asked to act responsibly and watch what we are saying, I think it is important that all of us take the responsibility of giving Kenyans some confidence. Unfortunately, the Cabinet is not giving Kenyans any confidence, because when you get the Cabinet Ministers here differing so loudly and shouting at each other, you do not give Kenyans any confidence. So, I think we need to see a cohesive Cabinet which will give Kenyans confidence that they ... view
  • 23 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for this House to be kept waiting simply because this Assistant Minister came here unprepared for this amendment? Is it in order? view
  • 23 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I really think you should go with your earlier suggestion to give the Assistant Minister more time. That is because these sorts of amendments are not clear. Mr. Assistant Minister, I do not think you know what is really required. So, really, I would recommend that you allow the Assistant Minister to go and sit down, go over his thoughts and bring a proper Motion. Let there be order in these things. view
