Mr. Deputy Speaker, Sir, I believe Kenya has one of the most efficient and competent intelligence service. What amazes us is how things can be done for so long and the information does not get to the police or the administration to take action before these incidents happen. Could the Assistant Minister tell us whether the services of our intelligence services are declining?

First, I believe there is a need to ensure that we have parties which are truly national. What is emerging today in this country is the spirit of ethnicity and tribalism. Mr. Deputy Speaker, Sir, could the Assistant Minister inform the House whether his Ministry has a policy to replace the Government vehicles, particularly police vehicles when they are involved in accidents? Many police stations lack vehicles because they have either broken down or something else has happened to them?

Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister tell us whether they have any policies in place in terms of stepping down electricity? You will find that we have power lines passing through trading centres, seven to eight kilometres, yet nothing is done to ensure that we have power in those trading centres. Do we have any policy regarding that?
