Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support this Motion and state that the CDF money has certainly made a great impact in the various constituencies. I was happy to hear from Eng. Muriuki that from their audit report, no CDF money has been misappropriated. The media should highlight that fact because there have been very many accusations and counter-accusations on the misappropriation of CDF money by Members of Parliament. I am glad that is not the case. I hope the media will help us in highlighting the proper use of CDF money by Members of Parliament. ...

(a) Is the Minister aware that army worms have invaded shambas in Mwatate, destroying many acres of maize crop? (b) What steps has he taken to stop this menace? (c) Could the Minister provide seeds so that farmers can re-plant?

Mr. Speaker, Sir, I want to thank the Assistant Minister for his answer. I asked this Question one month ago. It is true that something has been done. But I would like to April 25, 2006 PARLIAMENTARY DEBATES 627 know from him what mechanisms are in place for the Ministry to be able to detect in advance possible invasions by army worms. Although the Ministry has provided the seeds, chances are that these people will not be able to harvest because the rains are beginning to fail now.

Mr. Deputy Speaker, Sir, the Minister said that they can only post police officers to a police post when they are assured there is adequate housing. Is it the responsibility of the community or the Government to ensure that housing is put up for police officers and that there is security in the area?

Thank you, Mr. Deputy Speaker, Sir. As I was saying, the establishment of the Government of National Unity was supposed to bring us together, but it has failed to do so. The point I am trying to make is that when we sought direction from the Chair on the constitutionality aspect of the NARC Government "poaching" hon.
