Mr. Deputy Speaker, Sir, the normally accepted ratio is one policeman to about 450 people. How do we relate this ratio in this country to public meetings like that in terms of stationing policemen at such meetings?

Mr. Deputy Speaker, Sir, could the Assistant Minister tell us whether there is any particular regulation as to whether people should be buried in cemeteries, whether we should have private burial places, or whether, in fact, we should not encourage cremation?

Thank you Mr. Temporary Deputy Speaker, Sir. First, I would like to congratulate the Mover for bringing this Motion before this House. I believe it is high time we discussed this issue. However, I would like to say that time has come when we should stop blaming the Government for the various injustices down at the coast. I think we need to completely overhaul the statutes governing land ownership and management. Thank you, Mr. Deputy Speaker, Sir. However, you should realise that I am still senior to Maj-Gen. Nkaisserry. The incidents that happen around Turbi are very disturbing. Unless something is done, we will have more problems. I appeal to the Government to come up with permanent measures to curb insecurity in that area. We know the problems which occur in that area. Talking to the leaders alone may not do much. Maybe, the Assistant Minister should post a Kenya Army unit in Turbi for a while instead of leaving it like that.

Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Immigration and Registration of Persons the following Question by Private Notice. (a) How many refugees have moved into Kenya from Somalia after the Islamic Courts started taking over most areas in that country? (b) What measures has the Government put in place to ensure that this does not lead to increased insecurity, particularly in the North Eastern Province?

Mr. Deputy Speaker, Sir, I thank the Minister for the detailed answer he has given to this House. I am satisfied with his answer. However, I request the security personnel to continue patrolling the very porous border because those refugees do not only come into the country through the existing routes. They use the porous border to cross into Kenya.

Mr. Temporary Deputy Chairman, Sir, Head 311 does not quite agree with my question. It talks about Headquarters Administrative and Progressional Services. We are, however, talking about Preventive Medicine, Promotive Health and Sexually-Transmitted Infections.
