In contributing to the Budget Speech, I appreciate that the Government has to, of necessity, raise funds to meet its various obligations in delivering service to Kenyans. It is important that the Government enhances its machinery in terms of collecting taxes to ensure that all the due taxes are collected. The Minister has clearly stated that we should not go to those functions and succumb to the humiliation we are subjected to by those June 20, 2006 PARLIAMENTARY DEBATES 1429 ambassadors. Recently, at the British High Commissioner's residence, we were humiliated and yet there was a Government Minister. That Minister stood there applauding. What action will he take against that Minister for succumbing to such humiliation? view

Obviously, Kenya has done a lot to try and ensure that we reduce the HIV/AIDS prevalence.   • 8 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Clause 16 provides that no person shall carry out an HIV test except in a testing centre. I know that there are personal kits for testing HIV/AIDS. So, personal kits for testing HIV/AIDS should be allowed. Obviously, certain people would not want to go out and get tested for HIV/AIDS. I am not very sure about the role of the proposed Tribunal. I know that various regulations are set out for the Tribunal but I think we need to look at it a little bit more carefully with a view to spelling out its real ... view
  • 31 May 2006 in National Assembly: Mr. Speaker, Sir, it is very well for the Assistant Minister to tell us the criteria used to appoint the directors of a water services board. The fact of the matter is that in 1074 PARLIAMENTARY DEBATES May 31, 2006 nearly all these boards, the people who are appointed are not genuine stakeholders. You will find people who are not from the local communities being served by a certain water company having been appointed as directors. Would I be in order to ask the Assistant Minister to review the appointment of such directors in most of the companies countrywide? view
