I want to start by saying that sometime in 2008 this House passed a Sessional Paper that was to give Kenya Ports Authority (KPA) a guarantee to borrow money for the expansion and the drenching of the Port. Mr. Deputy Speaker, Sir, the Minister is confirming to me that it is on schedule. I want to congratulate him for that. But the point here is that we want the port expanded, so that the movement of goods there can be expedited. With the recommendation of the Committee, it is just imperative that competition be introduced for the benefit of the consumers, the majority of whom are Kenyans. The Ministry could also consider opening other ports on the build, operate and transfer (BOT) arrangement, so that goods can flow in and out of Kenya expeditiously. I beg to support.

On a point of order, Mr. Deputy Speaker, Sir. I want to support the initiative that is going on here to amend the list to incorporate three more Members from the Departmental Committee on Finance, Planning and Trade. However, it is also clear that every select committee of this House is open to every Member. Therefore, I still think we can move on and even the entire membership of the Departmental Committee on Finance, Planning and Trade can join the deliberations of this Select Committee.

Mr. Temporary Deputy Speaker, Sir, I rise to second the Motion. I think it is time that as a country we applied our minds seriously to the issue of our Shilling. I say this because I have seen this Shilling rise and fall again. As outlined in the Motion, we have been waiting in vain to see the Central Bank of Kenya (CBK) take the necessary steps to ensure that the Shilling is brought under control, and this is the sole responsibility of the CBK. One of the causes of inflation is increased money supply: Whether we are talking of spike inflation or the general inflation. From the CBK point of view - the more reason we need a Select Committee to seriously look at this issue of the Shilling - it is the CBK that prints money. As it stands today, we hear that there are no existing contracts for printing of the Kenya Shilling. Advantage of this situation can be taken to increase money supply that now fuels inflation. The other thing that I think requires serious attention from the Treasury and the Ministry of Finance is the size of the deficit. We know that most of the deficit is financed through debt, and this also fuels inflation; that is another area that, should the House approve this Motion, the Select Committee should apply itself to.
