  • 27 Oct 2011 in National Assembly: I wonder whether this is in tandem with our new Constitution which envisages a Minister who will be outside Parliament. It would be important that a way is found where the reporting system reaches some independent body that is able to scrutinize the reports. To that end, I wish to propose to the Minister to consider bringing in a provision for the report to be coming to the relevant committee of the House. I know we will have the opportunity to pursue that further in the Committee of the Whole House. view

On an annual basis, NCPB keeps on getting money to buy cereals and sell them to Kenyans. Where has that money gone to over the last three years? It is supposed to be a revolving fund. view

Similarly, the Homa Bay sewerage system which has been operating in the past has stalled. There have been various attempts to resuscitate it. Could the Minister make an undertaking that he will consult with his colleagues to ensure that the Homa Bay sewerage system is also undertaken? view

As a human being, I do not choose my relatives. I have a choice of who my friends will be, but as a country, you do not choose your neighbors. Every country finds itself with neighbours whom it does not choose. One of our neighbours is Somalia, among others. It is important that we take responsibility to ensure that we live very well with our neighbours. view
  • 19 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to point out that I was privileged to have been part of the Kenyan delegation to the last UN General Assembly. During that meeting, I was in the company of his Excellency the President, and his Excellency the President took that opportunity to seriously mainstream the issue of Somalia. That demonstrates the great lengths to which this country is prepared to go, to ensure that there is peace and stability, law and order in Somalia. view
