  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, one way of making that nomadic education policy a success is to ensure that there are teachers in the classrooms. Could the Minister clarify the policy? I am aware that those teachers who get out of the teaching profession naturally or either through death or natural attrition are immediately given a pay advice casualty. Could the Minister inform the House the policy in replacing those teachers who leave employment? They have their budget and we need them in classrooms in the nomadic areas and the rest of the country. view
  • 4 May 2011 in National Assembly: On a point of order, Mr. temporary Deputy Speaker, Sir. The clarification I am looking for from the Minister is: There are teachers who are already employed either permanently or on contract. When some of those teachers die or leave employment, what is the policy of replacing them, given that the Ministry has the budgetary provision? view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Deputy Prime Minister and Minister for Finance for the initiative to empower communities. How is the Ministry ensuring that there is training, particularly targeting those who are still outside the fund’s net, so that there is increased absorption of these funds and widespread benefit from these funds? view

  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wanted the Deputy Prime Minister and Minister for Finance to clarify on the training that will be given to SMEs that are outside the SME net today, so that they can get in to increase absorption. Secondly, what will be the motivation to the financial institutions to leave out more lucrative interest earning investments, to bring their money to the SMEs where they will charge lower interest rates? view
  • 3 May 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to seek a Ministerial Statement from the Minister for Information and Communications on the impending filling of the position of the Secretary of Information at the Kenya News Agency (KNA). In the Statement, the Minister should confirm whether a new position of Secretary of Information has been created at the KNA and, if so, the functions attached to this position. Secondly, what are the qualifications and criteria required for the occupier of the position? Thirdly, what is the job description of the position? Lastly, why is he set to fill the position without ... view
  • 3 May 2011 in National Assembly: Madam Temporary Deputy Speaker, I think this is the saddest day in my stay in this House. One of the cardinal roles of Parliament is the watchdog role. I want to thank this House because just recently we worked tirelessly to ensure that we brought a new Constitutional order. The essence of a new Constitutional order is that we change the way of doing things for the better of this country. In order to make things better we must embrace change, particularly those positive changes that go a long way in making the management of our resources prudent, efficient and ... view
  • 3 May 2011 in National Assembly: In the past we have had a Department of Defence (DoD) that has always had single line budget. It is obvious for what reasons the single line budget is popular. view
  • 3 May 2011 in National Assembly: It is because everybody is able to dip his finger there without anybody noticing it. view
  • 3 May 2011 in National Assembly: Madam Temporary Deputy Speaker, you may be aware that right now the Departmental Committee on Defence and Foreign Relations is undertaking a serious investigation in the expenditure to the DOD. The Committee will soon table a report here. view
