  • 6 Apr 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I thank Dr. Nyikal for this amendment because the asset these people have is the relationship which they create with their clients. It beats people’s notion that they only give two hours to a community. Once they have a relationship with a client, they act 24 hours a day, seven days a week. This definition will prevent transferring these cadres to other units which are not familiar. Therefore, that will beat the essence of this. Lastly, I was talking to Dr. Nyikal. When he retires, he will also go to Seme and be a ... view

  • 5 Apr 2022 in National Assembly: Thank you, Hon. Speaker. I want to support this as well. My concern is that we need to redefine or review the meaning of hardship. This is because what it was then is not what it is now. For example, Karachuonyo, which is one of the largest constituencies, just like Ndhiwa, the condition is worsened by lack of infrastructure and water problems and there are no bridges. For example, a teacher goes to school in boots and walks for five miles. Even if they own cars, they park somewhere and walk to class. Those teachers cannot perform well because first ... view
  • 30 Mar 2022 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.090/2022 to the Cabinet Secretary of Transport, Infrastructure, Housing, Urban Development and Public Works: (i) Could the Cabinet Secretary explain the progress of construction and the scope of works on the Rodi Kopany-Ndhiwa (C672) and Ndhiwa Centre-Sori roads? (ii) Could the Cabinet Secretary state the criteria used to split the project’s implementation and scope of works into two contracts, explain how the two firms undertaking the works were awarded the contracts, and provide the identity of the said firms? (iii) Could the Cabinet Secretary further state the number of local residents ... view

  • 30 Mar 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to add my voice to this Bill. I want to support this Bill and also congratulate Hon Osotsi. This is a timely Bill because if you look across the globe, ICT is the order of doing business. In terms of Government, when it comes to access to information and services, we have the E-Citizen platform where our citizens are getting services. Information communication technology is also key to good governance because it is effective, efficient and also holds accountability. It makes business efficient globally. It decreases the demand of face to ... view
