  • 9 Apr 2019 in Senate: Mr. Deputy Speaker, Sir, there are two statements; the one by Sen. Wetangula which touches on a very important issue pertaining livestock farmers like myself and others and my statement which pertains to livestock but you have not directed them to the Committee on Agriculture, Livestock and Fisheries and I cannot see the Chairperson. view

  • 9 Apr 2019 in Senate: Madam Temporary Speaker, I also want to add my voice on this important Statement. We need be careful about those people who amend laws, which are going to affect the lives of Kenyans, from the back door. Manure is a natural resource and it is a source of money. Being in a country where the Government may not be able to supply fertiliser for everyone in the village, we need to encourage our farmers to use this manure instead of banning it. I tend to think this is economic sabotage to some farmers and, therefore we need to be on ... view
  • 3 Apr 2019 in Senate: Mr. Speaker, Sir, on behalf of my colleagues and on my own behalf, I welcome the students from Lamu County and the other students who are seated in the Speaker’s Gallery. Just like my other colleagues have said, I would like to encourage them to work hard. We would like to hear of Lamu County in good light rather than insecurity. We would like to hear of good things coming out of Lamu. I know that when they are given a good environment, they can also produce good leaders who can be talked about rather than the insecurity that we ... view
  • 3 Apr 2019 in Senate: Thank you, Madam Temporary Speaker, for giving me a chance to also add my voice to this very important Bill. From the outset, I congratulate Sen. Olekina for having thought of it. As many of our colleagues have already said, it is a timely Bill. I want to touch on three very important aspects in this Bill. One of them is the issue of public participation in terms of the budget-making process. The public cannot oversight projects which they have no idea, information or the monies that were allocated for them. Therefore, the public should be aware of the projects, ... view
  • 3 Apr 2019 in Senate: (MCAs). We need to continuously think of capacity building for MCAs so that they can oversight these projects from their own wards. Madam Temporary Speaker, the other issue that this Bill gives emphasis on is the oversight role of the Senate. According to the Constitution, we need to have a framework. We also need to have timely information on each project that is supposed to be done by the county and the accountability aspect of it. We discussed the issue of Samburu County and I really sympathize with them. They have been put in an awkward situation of not having ... view

  • 28 Mar 2019 in Senate: Thank you, Mr. Speaker, Sir, for also giving me a chance to add my voice on this important Statement by Sen. Sakaja. From the onset, I congratulate him for having really thought of this important concept concerning Nairobi City County. view
  • 28 Mar 2019 in Senate: In Article 176 of the Constitution, there exists a county government. It says- “(1) There shall be a county government for each county, consisting of a county assembly and a county executive. (2) Every county government shall decentralize its function and provision of its services to the extent that it is efficient and practicable to do so.” view
  • 28 Mar 2019 in Senate: In this particular case, Nairobi City County is totally contravening the Constitution of Kenya. Kenyans fought for the Constitution because of the gains that Kenyans envisaged in this Constitution. For Nairobi City County to operate outside the law of this country, it calls for the Committee on Devolution and Intergovernmental Relations and this House to look into this matter seriously. view
